[1]、以茶叶为例，欧盟宣布禁止使用的农药从旧标准的29种增加到了新标准的62种，部分农药标准比原标准提高了100倍以上；再比如蜂蜜，欧盟提出蜂蜜中的氯霉素不能超过0.1个ppb，也就是说10万吨里不能有1克氯霉素含量；2002年 1月，日本以我国蔬菜有2.8％抽检不合格为由，对我国农产品强化检查了一个月，过去只抽查6种农药，现在要查40多种。
[2]、80年代后期到90年代初，随着新一轮世界贸易自由化趋势的推动，关税之墙普遍变矮，但发达国家为实行贸易保护，积极推出非关税限制措施，实行“管理贸易”。“绿色壁垒”就是在这种背景下产生的。
